2015 自然災害應急準備科學決策支持研討會 Workshop on Scientific Decision Supports for Emergency Preparedness of Natural Hazards

事件內容：
臺灣處於天然災害之高風險地區。一方面，臺灣每年平均受颱風侵襲約3.7 次，颱風的侵襲時的強風豪雨常造成淹水與土石流、崩塌…等坡地災害，導致人命傷亡及財產損失。另一方面，臺灣的地理位置處於歐亞大陸板塊與菲律賓海板塊相互碰撞之交界帶，時有災害性地震發生。這些極端天然災害事件易造成社會嚴重的衝擊。如果能有效運用科技來支援災害應變決策與災害管理，可使各級政府、民間團體與民眾災面臨災害時，做好災前、災中、災後的防災作為，進而減少國家整體經濟與民眾生命財產的重大損失。 過去幾年來，在開放資訊(open data)的風潮中，臺灣災害防救領域透過有效傳遞防災資訊，整合跨領域災害監測、預警與衝擊評估資訊與工具，並發展相關展示平台，精進災害應變作業，讓災害管理科技有了新的發展。2015年本計畫擬配合科技部推動與東南亞、南亞、中東等區域開發中國家之國際科技學術交流計畫－『東南亞區域國際共同研究暨培訓型合作活動計畫』，辦理短期研討會，結合APEC 2015年重要倡議 「Investment in Human Capacity Development」(人員能力發展投資)，邀請國內的專家學者與亞太及中南美洲地區開發中國家的學者、研究人員與政府官員共同參與此活動。除了以臺灣過去幾年來以科技發展支援災害應變作業決策的經驗，和各國學員分享我國最新的災害應變經驗與災害管理成果，同時汲取國外經驗，以精進我國防災科技與災害管理的發展。透過此國際交流，亦可促進我國與亞太及中南美洲等國家間之國際科技合作，並提昇臺灣防救災國際知名度。
