Disaster Environment Investigation and Disaster Experience Learning Network

Project Purpose

“Learn from disaster” is essential for disaster prevention research and promotion of disaster reduction operation. The focus of this project is to establish disaster records by investigating, collecting information, analyzing, and enhancing disaster-survey techniques. The project will conduct disaster assessments, research hazardous regions, and incorporate relevant information to produce disaster potential maps which will be adopted by central and local governments for contingent disaster management and mitigation. Further, various disaster information which originated from different government agencies will be integrated into a platform to provide more open-data service in this project.


Collaboration with Other Units

1. The comprehensive assessment of major disaster events is provided to the Office of Disaster Management, Executive Yuan, which can use the results as a reference in policy refinement or for future disaster prevention and response process.
2. Disaster related data which collected from various departments and divisions of the government will be added into a historical disaster database establishing. Statistical analysis and addition of values to the disaster database will be incorporated, and the relevant results will be provided to central and regional governments and various administrative units.
3. The establishment of disaster-potential graphic data requires the collection of additional disaster-potential data from external institutions. External institutions include the Water Resources Agency, Soil and Water Conservation Bureau, Central Geological Survey, Directorate General of Highways, Department of Social Affairs, Council of Indigenous Peoples, and Council for Economic Planning and Development. The information provided by these institutions will be collated and adopted by various departments, divisions, and regional governments for disaster mitigation and management.
4. The promotion of the disaster investigation operational techniques will be enhanced through collaborating with external cooperative universities and facilitating institutions, and to produce cooperative and mutually beneficial outcomes.


Primary Tasks

This project conducts disaster surveys and updates operations for investigating disaster-prone regions, performs general assessments for major disasters domestically and internationally, and conducts elementary studies for establishing environmental disaster-vulnerability indicators. Meanwhile, responding to the requirements for conducting compound-disaster research and policymaking, upgrading the established compound-disaster historical database to comprehensively describe disaster events. As a result, according to government policies, this project will combine and produce various data of potential natural disasters through visualization to provide references for local inquiries and usage. The work items are as follows:

  By investigating of the environmental indicators, the variation of the environment can be reviewed and recorded periodically. The outcomes can be further manipulated as a methodology for classifying the disaster characteristics of different regions.

  The system is performed as a website which records the developing process of typhoon and flooding events. The multiple and complex disaster data can be transferred into easy understandable and applicable information through visualization interface, interactive operation, statistical graph and relational query.
