Based on the bilateral cooperation agreement with Japan’s National Research Institute for Earth Science and Disaster Resilience (NIED), NCDR arranged for an NIED delegation to conduct a field survey and visit Hualien following the 0403 earthquake. The delegation visited and engaged in exchanges with organizations such as the Taroko National Park Headquarters, the Ninth River Management Branch of the Water Resources Agency, the Hualien Branch of the Agency of Rural Development and Soil and Water Conservation, and the Tzu Chi Foundation.

On August 9, NCDR hosted the NIED-NCDR Joint Workshop on the Hualien Earthquake and arranged a visit to the Central Weather Administration.
