2007 International Training Workshop on Typhoon and Flood Disaster Reduction

檢視全球局勢更替、考量環境變遷與注意災害類型改變,世人須正視防災、減災工作對生活周遭的影響。近年全球天然災害頻率增加,災害規模和影響也日益擴大,導致嚴重生命與財產損失。貧窮、環境劣化和缺乏防災準備都是使天然災害轉變成慘重災禍的重要因素。2006年3月聯合國在德國波恩舉行主題為「將理念付諸行動」(from concept to action)的第三屆災害預警國際研討會(the Third International Conference on Early Warning (EWC III)),以貫徹2005年1月日本神戶世界減災大會成果──兵庫行動綱領(Hyogo Framework for Action)的後續行動之一。因此,如何將我國發展成熟的洪水減災與預警技術之經驗與研究成果,協助亞太地區開發中國家降低水災所造成之損失,以增強當地對洪水災害的承受能力,將是地球村會員之一─臺灣的另一重要經驗輸出課題。 為此,在國科會國際合作處、民主太平洋聯盟、國家災害防救科技中心、國家地震工程研究中心等單位主辦,及交通部中央氣象局、經濟部水利署、經濟部中央地質調查所、行政院災害防救委員會、外交部等單位共同協辦下,於2006年5月7日~11日舉辦「颱風災害防救國際研習營」。共計有韓國(Korea) 、越南(Vietnam)、菲律賓(Philippines)、泰國(Thailand)、馬來西亞(Malaysia) 、印尼(Indonesia)、墨西哥(Mexico)、瓜地馬拉(Guatemala)、哥斯大黎加(Costa Rica)、薩爾瓦多(El Salvador)等十國計23位學員參與培訓。國科會陳主委建仁將蒞臨開幕典禮致詞。 「颱風災害防救國際研習營」,除回饋國際社會之貢獻,並促進推動與開發中國家間之國際科技合作,提昇我國在亞太地區之影響力。同時「颱風災害防救國際研習營」將提供一個良好的溝通與交流平台,可促進區域內減災略的發展,以減輕天然災害的風險和脆弱性。同時藉由我國的技術和學術機構、民間企業與社會組織之共同參與及經驗資訊分享,將可提供各國做為推動減災工作的參考。
